FY 2026 Performance Ratings: What Federal Employees Need to Know

2 min read

As federal employees complete their FY 2026 performance appraisal cycle, new guidance from the Office of Personnel Management (OPM) introduces significant changes to how agencies distribute their highest performance ratings.

Under the new guidance, covered agencies must limit Level 4 and Level 5 ratings to a combined 40% of their General Schedule workforce. These changes make it particularly important for employees to understand their agency's appraisal procedures and thoroughly document their performance.

The Importance of a Thorough Self-Assessment

With OPM's new guidance limiting the percentage of employees who can receive the highest performance ratings, a comprehensive, well-documented self-assessment is especially important for the FY 2026 appraisal cycle.

As agencies implement these changes, employees may face increased scrutiny when being considered for higher ratings. Your self-assessment is an opportunity to establish a clear record of your performance, demonstrate how you met or exceeded expectations, and provide measurable evidence of your contributions throughout the appraisal period.

Employees should highlight significant accomplishments, additional responsibilities, measurable results, and specific examples of how their work exceeded established performance standards.

This documentation can also serve as valuable supporting evidence should you need to challenge a rating you believe does not accurately reflect your performance.

A strong self-assessment does not guarantee a higher rating, but it helps establish a documented record of your accomplishments and provides a foundation for any subsequent review or challenge.

Take Action Now

Review your agency's performance appraisal procedures and confirm your self-assessment deadline, as deadlines may vary by agency. Retain copies of your accomplishments and supporting documentation, and consult your NAGE representative if you have questions about your appraisal or applicable procedures.

For additional information, review OPM's Performance Management Guidance.

Union Local Tax Issues

Federal law now requires that every local union file an annual information return—Form 990, 990-EZ, or 990-N—with the IRS.

If your local fails to file under this new requirement, your local will lose its tax-exempt status.
